Under the panel in front of the windscreen, in the middle.

What he said. You have to pull up the plastic cover under the windscreen. It just pulls straight off, but may crack if it's cold. Take the wipers off first tho

It is worth warming the plastic cover with a hairdryer to reduce the chance of it cracking when removing it.

Just found this thread.

I need to remove this black cover too. I have got the wiper arms off (two pin puller and some WD40 was essential) and I can lift the cover, which is in 2 parts (left and right) from the front but it seems to be 'bonded' to the wind screen. Are there any clips or is there a technique to doing it. Last thing I want to do is break it. No worries with the cold, its the hottest October on record and already 22 outside.

Pull it out at 90 degrees to the windscreen. This picture shows the plastic channel at the bottom of the windscreen which is "gripping" your scuttle panel.

Edit: Oh, don't be tempted to leaver anything against the edge of the glass, unless you want to potentially break the glass...

Start as the edge and work inwards, however if you have had a screen replaced and they used to much sealer it might well be bonded in.
