It protects the cable hole on my neighbours sat cables, yet we dont have one and damp appears to be coming in as a result.

These are only usually held on with silicone sealer, you know where there is one ;), alternatively, any of the local aerial installers will sell you one.

Uf that'sthe inside view, I'd be a bit more concerned about the outside - e.g , does the cable come straight down ,or has it got a damp loop - where the cable dropsdown below the hole ,and loops back up ,the loop lets water collect in the loop and drop outside . Bit olde worlde -I was fitting phones in the 70's and this was something we got brainwashed with -but IT WORKS .

And as I said - make sure lowest point in cable run is below entry point .Something oft missed in modern cabling . It lets water run off and drip outside ,not run into the cavity .

They're used to hide the 'brick burst' effect of the heavy handed thick twit who's just drilled through your wall.

If you're careful when drilling, there's no need for one of these monstrosities, just a very small blob of clear silicon sealant to seal the hole. The hole is likely to be 10mm, the cable going through it 7mm.

Drilled thousands of holes through walls and never had to use one of those. ;)
