plz any help????

If it's a 1.3 MPi, when it's idling normally, can you see the motor in the throttle body moving the silver arm on the black quadrant where the throttle cable goes (under the air cleaner)?

no it's 97 felicia 1300cc

Can you confirm whether it's a carburettor (they do exist), single-point or multi-point fuel injection engine?

i'm going to guess its injected as i am thinking that there is a short somewhere which is pulling the volts down (5v tho  ) and cutting the ecu power..

where are you measuring the voltage from mate at the altinator or at the battery?

do the lights work when you switch them on?

first my car it's carburetor

second the light takes time about 3minutes to turn on after i start the car

i measured voltage from batteries and the car it's on and light on>

If a carb engine is losing revs like that after a cold start, I'd wonder if the choke is working correctly, and if there's maybe a leak from the carb mounting block.

So manual or automatic choke?

The carb mounting block air leak will probably show up as a hissing sound from the carb to manifold mounting flange.

... and spraying WD40 on the outside of it with it running will slow the engine down, I believe. (it gets sucked in and doesn't burn too well)
