Yes it can be coded out, not sure why anyone would want to though, can't you just turn it off?

if its because your stalk has gone faulty, there is a guide on here which shows with pictures how to fix your current stalk in less than 10 mins without even removing the stalk.

Fault finding a potential throttle issue - don't really want to take the steering wheel off to disable it and there appears to be no fuse....
