Please remember that any plug connecting to the diag port on your car should have a longer earth pin than the others to prevent damage to your vehicle ECU's.

On the SK Pang website are details of the intelligent interface rather than the optical type.

The chips to make the intelligent interface are available from SK Pang and cost abot

There are schematics for an opto-isolated RS-232 to OBD-II interface, as well as a PCB layout. It doesn't actually include the ODB-II connector, but the pinouts are compatible with one of these:
