Odd noises from engine bay

First noise I noticed today when I was trying to install some AMP wiring to the engine bay. When I touch the amp power cable to the battery it sparked. After turning the car on (elec only) and off to check if amp is receiving power a 'whine' sounded from the engine bay (middle) and stayed there for 20seounds odd. I have never heard it before, but this was the first time I have had the bonnet open when I have turned the car off etc. Does anyone know what this could be?

Finally, whilst searching for the above topic I came across a post that said a sound like a Police siren from the turbo could be a symptom of the turbo on the way out. Mine does it, quietly, but audible when the radio etc is off. it does sound like a siren in the distance and caught me out a few times when I first had the car. Does anyone else get this when they put their windows down & listen for the turbo? I haven't noticed any drop in power or odd behaviour from the car (touch wood), but wanted to get a second opinion.

For the record it has done 73,000 miles, FSH and runs like a dream (touch wood) without any problems. These noises still have me slightly concerned!
