170pd throttle an driving smooth at low speeds

one thing i've noticed since owning my car for 4 months is it's lack of ability to drive smooth at low speeds

just been out playing ...trying to replicate the lumpy misfire thing and it seems that when it's lumpy

at low speeds (i.e surging) it goes away if i use the cruise control.

Is it possible that the throttle potentiometer is breaking down and losing it's signal and hence i have what feels like a misfire

and maybe ties in with with glow plug light coming on and of course flat spots?
