As title, the passengers window mech is jaked through the cable rusting then breaking. It had wrapped itself around the wheel attached to the motor, so the wheel is knackered too.

What do most people do in the circumstances? Buy new from Skoda or second hand?

Assuming the motor is OK, then you just need the window regulator, which seems the case here.

The regulator is about £75 for the part from a dealer, so if you can find one in good condition from a scappy then go for it. You often find members on here breaking cars, so keep your eyes open.

When you say regulator do you mean the cable mech including the wheel that attaches to the motor? - or are you including the metal brackets and the sliders?

The window regulator consists of the cable, cable spool, slides, glass clamps and rails.

Three screws hold the motor in place. Remove the motor from the regulator and check it rotates when you operate the switch.
