Ah your looking at the slightly more powerfull version which comands twice the price for 20% more light. Ebay is likely the cheapest, search for PHILIPS X-TREME POWER +80% instead of +100%, but half the price

They are 4 H7s, only the Fabia S uses H4s. I ended up buying 2x Philips X-treme and 2x Osram Nightbreaker (just how it worked out finding the cheapest deals at the time). The Osrams are slightly whiter so I put them in the projectors and the philips are meant to give a better beam pattern/spread according to the write ups so I put them in the high beam (the jury is out on that one but the light is brighter and more penetrating than stock bulbs).

The way the info is laid out in the owners manual makes it unclear but if you check the UK brochure it is clear that the S has Halogen Headlights (My wife has a Fabia S and they are a single light unit with one H4 each side) and all other levels have projector headlights (cornering or not) described as halogen projector headlights ( I have the Elegance with separate Low projector beam and high beam). Each use a H7 so you need 2 pairs to upgrade. To be absolutely certain you will need to check a brochure for your own market as we do not have the Active in the UK.

Edit. I had a look at the Norway site and I think the Active is the equivalent of our Elegance so I am confident it wil be 4xH7
