for the Ring clips that come on our cars from the factory that we replace with Jubilee clips?

I need one as I cant use a jubilee clip on the drive shafts or the steering rack.

I guess you mean the Oetiker-type clips, in which case something like this is the 'correct' tool:

Should do - the little 'ear' that you squeeze to close the clip is the same regardless of how big the clip is, I'm pretty sure. Certainly that's the case with the 76mm and 31mm clips in the Felicia CV boot kits I have here. If you want to do it with cutters, just make sure that the bit at the top of the 'ear' stays fairly flat and doesn't fold as you squeeze it.

Oh, and as for where, I got one of the Laser ones for around £15 off eBay, although any decent tool shop or motor factor should have something similar, I'd expect.
