will they fit on 1) normal suspension? 2) lowered 30-40mm?

They have the same PCD as Fabia and less offset ET to make up for width (35-43 is normal) so should clear the suspension...but might foul the outer bodywork and with a stretched tyre will sod the steering geometery up.....plus easy to curb!!!

Yes, because you have to run higher pressures to keep the tyre in place! Also with that amount of offset ET the contact point between the centre of the width of the tyre and the line from the centre of the top mounting to the bottom ball joint will be way out causing more tramlining.
