Anyone know if it is possible to enable hill start assist using VCDS?

Unlikely because you most likely do not have the necessary hardware installed. Feel free to post an Auto-Scan though so we can double check if it is possible or not.

What hardware does it need?

Surely it just uses the ABS module?

Not all ABS/ESP modules support the function, in fact only MK60-AT and MK60EC1 do and even then it's not all of them. The reason is the longitudinal acceleration sensor which isn't present in all cars/configurations. But then again, an Auto-Scan would answer that question quite definitely.
