can i have HID bulbs in normal headlamps & still be legal?

But fitting tem is a ten minute job, so no biggie to take out. Depends on your tester too, if they fail you on them then they have to re-test you foc. They also know you willl go away, take them out, return for re-test then ref-fit when you leave.

True, although then you still have the issue of the reason to them being illegal; sporadic light dispersion.

Very much an issue with H4 refits and late model "clear" headlamps. From what I've seen, earlier H4s with facetted headlamp lenses can work OK. And later headlamps have a bulb/reflector combo for each job, so fewer compromises on the design of the reflector.

In no way does the above make 'em legal nor does is guaranttee a particular HID kit will work well in a car.

Pragmatic approach is a HID kit and carry a couple of halogen bulbs for MOTs or "just in case you get pulled" scenario. A better technical solution is to split the headlamps and fit projectors. Either OEM or aftermarket. Google for "morimoto mini", and "retrofit source".
