On my SE Plus Hatch I've noticed that the thumb wheel on the steering wheel will not scroll through the menu lists on the dashboard phone sub-menu when the head unit (amundsen) is switched off. I can press the wheel to enter the phone menu and press it again to display the start of the phone book list but I'm not able to scroll through the phonebook to select an entry. When the head unit is switched on it functions as expected and with the head unit switched off the wheel works fine in all the other menus on the dash display. Very odd.

Does this sound like a fault? Anyone else encountered this?

Pretty sure it's normal because it's not using a separate Bluetooth Module, The Bluetooth (GSMII) Is actually integral to the Amundsen Plus in the SE Plus (I have an SE Plus, but swapped to a columbus and separate OEM BT Module)

When I had the Amundsen in mine, I am certain that it operated as you describe above.
