It's dumbed down so that people can understand it, IMO.

If you read the MOT manual for yourself, the visual check only applies to cars which need a "full cat emissions test". Since this is a spark ignition only procedure (again, listed in the MOT manual as such, it's only under the spark ignition section and not the general "all cars" section) and diesels only have a smoke test, not an emissions test, the visual check for a cat should not be performed and therefore shouldn't fail. And if it does, based on the points I've made above, you have an excellent basis for an appeal to get the failure/advisory totally revoked.
