Australia will be because of previous failings in their Recall's.

New Zealand's recall in 2012 only involved a few hundred vehicles with DQ200's which is why they got new MCU's.

Europe never got a recall as VW said not required then in 2014 they started a Service Campaign.   Skoda Secret Service Campaigns because telling people costs money.
