Is there a website out there which lists if a perticular make/ model of car is approved to have a towbar fitted?

That reads bad but I cant for the life of me find the words im looking for today

It isn't so much the legality of fitting a tow bar, but the legality of actually towing. For example, you can buy a tow bar for a Smart2, but it has never been Type approved to tow, and the VIN plates actually states NIL for it's towing capacity. The small engined VW Lupo is the same.
