has anyone done this can you get away with out the special tool ?

is there a circlip in the end of the shaft?

No circlip, but it's very important that ring goes in correctly and the bearing is pushed all the way in.

can i ensure this by manually lining up and pushing into place the finishing with "the persuader"

The bearing can be pressed into place but do not press on the drive flange, this will over load and knacker the bearing. It should be pulled into place really Witt he proper tooling.

Persuaders or hammers can't really be used in this instance.
