Unfortunately we are getting in to a complex debate that I can't fully answer as it as much about politics as it is about practicality. I am also not a hydrogen production scientist.

The big thing at the moment is 'carbon offset' where by you shift the responsibility on to someone else. Plug in electric hybrids now qualify for exemption from congestion charging regardless of their emissions or other environmental impact because the power to charge the batteries comes from a power station rather than the car's engine so the emissions for that become someone else's problem.

I'm all for the development of alternative fuels and think it's great that there are companies out there trying to do something. A lot of what's out there is flawed but they have to start somewhere.

There are a lot of 'green issues' that have been totally hi- jacked by money makers and things have been put way off course but that's just the way it is

I thought they were going to change that to cars under 100g/km only, hybrid or not.

Yes for all regular cars and traditional hybrids. However plug in electric hybrids are getting an exemption under the 'early adopters' clause.

Also just a sidenote and for comedy interest did you know that tanks are exempt from the congestion charge. I shall be on the lookout for a scorpion. As I recall they can do nearly 70mph not too sure about the fuel economy though.
