Has the non-functioning key ever been coded to the car? If it hasn't you should be able to get it to a certain level of functionality, but you might find the transponder in the key can't be linked to the car's immobiliser. Seem to remember you'll need a new chip (id48?) if the car doesn't yet know the key.

No idea on price, but steer clear of the Main Stealers unless you've deep pockets. IIRC there's a good write-up on key coding over on UKPassats.
