Is it possible to adjust the left hand side kick up part of the standard halogen headlights?

When overtaking on motorways I can clealy see inside the other car and occasionally get flashed from behind. When driving into on coming traffic the alignment seems perfect and I don't get flashed unless going round a left hand corner occasionally.

there is a leaver on the inside of the headlight casing where the bulb goes and that can flatten the beam, or you can always adjust the beam using a allan key, but you'd need another trolley with a sort of casing on to properly allign it that way, easiest way is to to just flick the little leaver and it'll flatten it

To be honest though it sounds like people mistaking you for full beam. I would have alignment checked and if its fine sod them they are mistaken. To make the beam flat as above you are lessening the area you light up and reducing visibility as a result. I can't imagine that would be 100% legal to leave it like that permanently under RVLR and certain EU rulings. One is mentioned in the link as its only intended for temp use. On a left hand corner is where your pattern will seem brighter to some, if all is correct with car it really is their problem especially if they choose to use their full beam intentionally in your path which can be very dangerous.

Has suspension of car been altered or is it when you have weight in back, passengers etc? You can just lower the angle the normal way:

No, suspension is stock and its all the time, passengers or not. Like I say normal straight ahead driving is fine but it seems too high on the kick to me. HIDs make the light a lot brighter so maybe that's the issue.

When I first got my HiDs fitted they looked fine, and I had no flashes, but I still wanted it checked by an MOT station anyway because I had been told the beam pattern was slightly different on them. I hit a fairly large pothole and whether coincidence or it knocked it further out but I got lots of flashes which hurried me up getting it checked. My local Seat dealer done it for free in the end and it was adjusted quite a bit.

I'd get it done rather than adjusting the kick which is deliberate to light up road signs and te pavement. Those who have been charged tell me it's only £5 or £10 anyway......

It's been through 2 MOT tests but I'll get it checked.
