It looks like only the VRS needs 17+.

I like this thread it got a lot of information.

But 1 final question.

My intention is to get a second set of wheels with tyres to store and fit myself.

So are steel wheels ok or do they affect the handling, so that alloys are a better (but more expensive option)?

Steel wheels can more easily be 'repaired' if you happen to kerb them in the bad weather but no doubt you can find a cheap set of alloys on Ebay if you keep your eyes peeled.

Alloys will always look better though.

You should be able to get a set of alloys for about £100. There normally loads of Audi alloys on eBay.
