Water in airfilter

Hi I have a cold air cone filter near side behind front bumper and noticed the car was starting to act a bit strange wen its raining had a look round to find water on the air filter has anyone else had this problem I thought about cutting the pipe bk into the engine bay but my cone is to big and the breather comes in quite far down the induction pipe any ideas would be great full
