has anybody come accross this niose coming from dash board like a rattle all the time when the ignition on ,or engine running its not heater blower.  but very annoying 

sounds like a screw or nut got into the vents

It's a TDI - it doesn't have a charcoal canister.

Fair enuf ted, need to keep an eye on the vehicular spec before i reply!!! then id be going with somethings fallen off the back of the dash or into the vents

its a 1.9tdi  51 reg it does it when ignition is on or engine runnning  ,but not when engine is cold

if its not doing it when the engine is cold, then perhaps its something slighty loose, thats expanding - thus loosening a little more when it warms up?

Id get it warmed up, and get it rattling then start pushing/ pulling gently on stuff to track it down.

sounds like heatshield rattle- get under the car and have a good poke and press at the heatshield on the rear of the engine. I had it on one car once that peed me off so much I stripped every ounce of shielding off the car- 6 hours later no more rattle
