Can someone explain the logic behind the fog light switch, why can you only have rear fogs on if you also have fronts on too? What are you supposed to do if you are at the back of a queue of cars, either run without fogs or dazzle the car in front.

Front fogs won't dazzle a car in front if it is foggy enough for the rears to be on. It is a wide, low flat beam.

Driving in fog Saturday evening I notice the fogs lights only light up the sides of the road...it was very foggy

Front fogs don't dazzle. Turn off your headlights if stuck in traffic and worried about dazzling the car in front with no auto dimming rear view mirror.
