Working by hand, you may find it easier to fill the swirls using a filler polish such as AutoGlym Super Resin Polish. This will require a lot less effort from you than trying to remove the swirls, but should give decent results.

You may find that you have to apply 2/3 coats to achieve the results that you want, and bear in mind that the fillers will gradually wash off the paint (over several months) and you will be able to see the swirls again.

However, if you keep the polish topped up regularly then this should not be too much of a problem for you.

There is also the option of trying to remove the swirls using a more abrasive product such as Meguiars Ultimate Compound. Although this will obviously require more time and effort, you will be removing the swirls instead of hiding them, so you end up with a more long term fix.

It is also important to work out why there are so many swirls in the first place, it may be that you are introducing them as part of your usual car wash procedure.

By hand I'd recommend Gtechniq P1

This maybe of some help.
