i have got vcds with cable ver 12.12 ....... i want to change idle speed but whn i get in adaption it keeps says not available on every channel except channel 00 which resets the learned values ........

The computer of Skoda Felicia is OBD-I compliant. The VCDS you got is for OBD-II compliant cars. You need a VAG-COM interface with software version 3.11 or 4.09.

and i can do basic settings and measuring blocks and output tests but i cant do any adaption

Not on the simos 2p you can't, not unless you can remove and reflash the eeprom chip.

so there is no login code that open the channels as it is said on vcds site ....

It is possible on some ecu types, but as far as I can remember you can't do it on those ones no.
