Fabia rear seatbelt snag

I have a Fabia estate from 2006.

 

The seatbelt has become jammed hard in the rear seat release mechanism.   The linkage to the lifter on the top of the seat is broken.   This is looking like an MOT fail.

 

Anyone any ideas?   It would probably be best to remove the lifter and associated gear but I don't want to break the thing out unless inevitable....

    The troublesome bit is that the seat is stuck in the upright position.
