key code central locking ++

hhhhhi, new here first question post, well several qs. just bough t2003 fabia 1 1.4 8v est , only 1 rem key no key tag and flat battery. replaced, key flashes but no response so: Q.1 how do I find out if the key is actually transmitting ? if it is how to match key to car with only one key and no  skc? c: how to obtain skc? 4: does the registered version of vcdslite allow reprogramming of keys/re-recognition ? response greatly appreciated in advance .

 Like I say only just bought and don't want to be spending more money already if at all  possible .have been trawling your archives to try to find ans for these but with very limited success. any road up really great site I,m hooked already.
