Guessing I need a new starter

I'm spending the day sorting out issues with the car, just disconnected the injector loom and used measuring blocks on engine 01 I get 252 as speed consistently. Before I order a new starter is this as I suspect too low a speed and likely to be the cause of my hot start problems?

When you are turning the engine over what are the battery voltages before / during / after. Just to rule out the battery (when hot) you could try attaching jumper cables and try the same procedure. If it makes no difference then you could try the starter motor, but before you do what else have you tried ?

Just bought a brand new battery Radders even though the one I had (genuine VW quantum) was not that old, also changed the coolant temperature sensor for the most expensive ecp one.

In the Mk 1, hot start problem is usually because the starter is not reaching the minimum speed of 250 rpm. Below this starter speed, starting is inhibited, but only when hot. Usual cause is a falling battery but can also be a crud build up inside an old starter or bearings.

Could be the same on the Mk 2 ?
