Turbo vains open or closed ?

When the car is off and the actuator is sprung (fully up) are the turbo vains open or closed?

Closed to start with to give a faster spool, then they open to allow more air flow to hit top boost

Thanks, I knew that's how it worked but wasn't sure if was the same when the car was off.

Another question is, if the vains are fully closed will there be NO boost?

The turbo will still make boost but it will be low and if you try and drive it, as soon as the the car expects more boost then it will probably go into limp mode

not sure what is open or closed depends on which way you look down the telescope  but engine off the vanes should be under control of the spring  ie:  less boost - once started a vac is applied (hence regular exercise)  and the inlet  pressure comes under engine control   and max boost for minimum exhaust gas or there about,    as the revs rise the vac allows the spring to push the vanes back to avoid over boost

Right, so not what has previously been said. When the engine is off and the actuator rod is fully extended (sprung) the vains are open.
