I can safely share this idea with you as there is no chance I'd be able to make any money on it competing with Mr Gates and Logitech.

They make USB mug warmers so why dont they sell heated mice ??

No, I often have very cold hands in the winter. I can sit on one but I need the other for mousing.

Or you could buy a glove.Have you got one of those 'sterling silver' special edition mouses?

Know where you're coming from - air conditioning here is always set really low, and maintaining enough dexterity to operate a trackpad thing is a challenge in itself.

Some method of redirecting the warm flow of air from the computer's vents over the hands in the style of Merc's "Air Scarf" might be more effective though...

Dont heat the mouse, find some way of heating the mouse mat, that way your hand will be in a warm area

Lastly if you keep getting cold do you have a circulation problem you dont know about ??

Serious: That, to me, emphasises the need to try to use keyboard alternatives more often (equals both movement for blood circulation and change of hand position). Also, learn to become ambidextrous (it can be done to at least some extent). Plus: get up and walk about as often as you can (max same position is 20 mins from what I've read).

From experience, air conditiioning tends to be designed at building level, which is often messed up something rotten once rooms/partitions are installed in the shell. Whilst you can't redesign the building, it might be possible to move your desk away from any direct outflow?
