Puddle of water under windscreen washer tank?

After I fill my windscreen washer tank up, there's always a puddle of water underneath whenever I leave my car standing for any length of time over the following 2-3 days. I reckon it's something to do with the fact that the pipe going to the rear washer jet has become detached (I presume, as the jet doesn't work).

 

Is this a quick, simple fix or does it require the bumper to come off?

Nearside front wheel off, then start removing the plastic arch liner, starting with the screws nearest the front of the car. You'll soon see the squirter pump on the back face of the reservoir, with hoses to front and rear outlets.
T25 Torx bit for the liner screws, I think.

 

If you remove the liner completely, this is what you see:
