Its a necessity to change the rocker cover gasket when fitting pd150 head bolts?

No not necessary, it's quite a thick rubber gasket.

If you remove it and it's quite squashed and the rubbers hard, replace it.

I'm replacing mine when I fit the head bolts just so I know it's new, about £9 from euro car parts.
