I went to align my headlights today as one side is lower than the other.

I assume that the black hex nuts on the side are all I should need to move?

The top one moved the dipped up and down, but the bottom one appeared to do nothing.

Should it be left to right?

Could it have become disconnected?

One side is supposed to be lower than the other, the drivers side is lower to avoid dazzling oncoming cars, the passenger side kicks up a little more.

The passenger side was lower than the driver so it wasn't right.
