Why is EGR Valve Opening at Idle?

Should mention this post is because of poor running, lurching , down on power, engine stopping when idling and poor/non starting.   Some of the investigation I have done is in  'Output Tests N75, N18 valves.' (VCDS and Diagnostics)

 

I am now fairly convinced that:(1) the EGR valve is opening at idle - even when cold and (2) it shouldn't do this.

 

Question is though, Why is it doing this?

 

Should mention that although the Turbo actuator cycles during output test of N75, the solenoid valve does not cycle during output test of N18.

Have checked vacuum pipes, they are all going to the correct ports on the solenoid valve block.

 

Octavia 2 PD BXE

New : Turbo, Solenoid valve block, MAF Sensor, MAP Sensor,  EGR Valve, Air Filter, Battery, Fuel Filter.

 

No leaks in Vacuum pipes.

Vacuum pump is producing 27inHg vacuum at idle.

EGR will operate it idle, engine isn't doing any work as such so it's an ideal time to re circulate exhaust gasses.

Is this the case even when cold? clutching at straws here but was hopeful that this might have lead to a solution - guess not then.

 

What about the output tests, given that the turbo actuator cycled using stored vacuum in the reservoir was I correct to expect the EGR to cycle?

Particularly given the N18 test is done first so it is not like the N75 test used up the vacuum reserves.
