Dashboard indicator led ghosts

Hello

I've been having a problem with the left hand indicator LED on the dashboard being almost always on, with ~half brightness. It still works normally, as in when the blinker is turned to the left the led blinks between half bright and full bright. This ghost light only appears when headlights are turned on and for some reason disappears when cruise control is activated, see pictures below. Otherwise wouldn't bother as it affects nothing else but I got a to be fixed notice for it from yearly inspection and thus have to fix it. The cruise control indicator led has some of the same ghosts but did not get a notice for that. Would anyone have any idea where the problem might be or how to diagnose further?
