Skoda Octavia II FL weird wiper issue

I have had my octavia vrs for about a month and love it so far. However just recently with the constant rainy weather my rear wiper seems to be acting all weird :(

 

Basically while driving even with my rear wiper stalk in off position, the wiper decides to come on intermittently and literally crawls across the wind screen  :o

 

Only started to notice this since the rains have started. To make it stop I have to move the stalk in on and then off position. And it would happen again after some time. 

 

I know that the rear wipers on the Octy 2 are known to have issues with the motor. However I am not sure if it is the motor or something else?

 

I do have to mention that one of the rear number plate light is non OEM blub (came with the car) and a error pops up on the dash. Was thinking could it be that it may be causing some electrical surge?

Worth fitting a standard bulb into number plate light and see if that solves problem?  A cheap test, at least.
