Will the drivers of these cars not be effectively driving around uninsured given that every car insurance policy I have ever seen specifically excludes 'pacemaking'?

The police were doing this near me recently. An unmarked Police car with a guy in civvies was trundling around at 20 mph getting everyone frustrated behind it. When a car overtook it the driver was radioing to a Police car further down the road who got out his radar gun and nabbed the driver. Dirty tactics I'm sure you would agree. Of course this 'slow' driver disappeared for a while and then started again on the same route soon after!!

No - someone doing 20mph cannot be seen as a direct cause of exceeding 30mph. Of course, if they were only doing 20mph, the chance of being able to overtake while within the speed limit would be entirely possible, thus rendering the whole exercise pointless.
