Octavia 1.9TDi with Scout exterior

Hello from Norway!

6 months ago I bought a 2009 Mk2 1.9TDi DPF 4x4 Octavia that looks like Scout externally, except for single exhaust pipe and 15" wheels. It also has rough road package (underside guards). It's a great car and I am a little curious if it is something from factory or a retrofit? Could you order a build like this? Previous owner does not know.

On the same topic, if you will allow, can I fit larger diameter R15 tire instead of 195/65R15 or 205/60R15? I would really like to gain at least some road clearance. I do not want to switch to R16 nor R17. To my knowledge, it is legal to increase tire size by 5% in Norway.
