Had a search but can't really get a positive answer.

 

 "  Is the 12v Power socket ( Ex Cig lighter ) near the Gear leaver always Live even when the cars Turned off ?  "

I have been reliably informed it is live all the time..

 

 

I can confirm that It is permanently live on the Mk3 Octavia.

Mine was live until I dropped my car keys in and sods law dictated it blew the fuse for front and back  socket. Car was a week old.  Fuse replaced by dealer as I didn't fancy the glove box out performance.
