It's a Hex CAN USB lead. (Or a Hex USB CAN lead if you prefer)

There is unlimited and limited VINs so I think the person asking wanted you to answer that If its unlimited, its a great deal

Hex Can USB leads are not VIN limited. The VIN limitation is for the newer Hex V2  and Hex Net versions.

I assume you'd still have then pay an additional $99 to Ross-Tech to register it?

Registering with Ross Tech for product support will cost you $99. The cable and software will still function fully without registering though.

No longer for sale, decided to keep it, more hassle than its worth.
