This is what I use. As long as you keep on top of it, a few minutes spent will keep it looking it's best without the need for water. I find rapid detailer is also good for cleaning the underside of the bonnet too. 

 

I'd say it is safe to use water as well, just make sure it's low pressure. Modern engine bays are waterproof to a certain degree as long as you don't point a high pressure jet at anything delicate!
