Excessive battery drain

I have skoda octavia vrs mk2 2008.  i have excessive battery drain of  1.4 amps , removed  fuse 16 under bonnet fuse box  and battery drain goes away. have looked in owners manual and it says fuse 16 is for windshield wiper lever and turn signal light. 
But when i pull the fuse  all the dash lights go out ,car wont start , and the fuse also controls the Auxiliary heating water pump .
Does anyone have any advice on this or should take it to an auto electrician .

Just a thought 

is the fuse number 16 in the handbook the fuse in the fuse ' box ' not in the under bonnet compartment ?

I meant does the handbook ref to the under bonnet fuse or a fuse in the in car fuse ' box ' unfortunately I'm not at home to check, but I believe the under bonnet fuses are like ' main ' fuses supplying various ' controllers ' ?

For 2.0/147kW (BWA code?) engine; F16 there is a permanent 12V to module J527, "Steering column electronics control unit".

Not sure how much that helps though.

 

Is there a versision [sic] 2 fuse diagram in the manual?

yes there's a version 2 in my book but it only states f16 is pump for ABS

I suggest a VCDS scan of the Steering column electronics control unit.

I can use my mates VCDS ,but ive never used VCDS before .

Rechecked fuse box ,water had got in it .dried it out now everything is ok . Thanks all
