i would say absolutely no. Never mind the legality, safety should be the consideration every time. We have a Lunar Quasar, and used to pull with a Hyundai Santa Fe, very good towcar. I wanted to change to a more economical car and was tempted by the Octavia, but only the Scout, with the higher kerb weight would keep the 75% match. Even then the difference between the Hyundai and the Skoda is noticeable, especially in a cross wind.

as I gain more experience I may be tempted to push the match towards 80%, but that will be the max.
