How to keep away rust from wheel housing?

Hello! I've just started to fix some rust on my car. A 2007 Skoda Octavia Elegance.

Does anyone have a good idea on how to stop the rust in the wheel housing/arches? 

What I've done so far is scrape the worst off with a flat head screwdriver and a knife, and then sandblast. Its a tight fit on some places… Then I move on to rustremover, its supposed to blend with the rust and transform it to a hard surface, and stopping it from progressing. This is where I am now.. Next step would be spraying on some primer thats rust resistant. And top it off with a rubber coating. 

Does anyone have a better idea? 

I hate rust… Always pretend it doesnt exist and thinks that if I start scraping it will only get worse… So this is my first time removing rust. All tips are welcome!
