Increasing BHP

What is the best way of achieving the above? And what is the max BHP one can obtain without doing other modifications.

Im using a PSI Motorsport Tuning box tuned to a higer setting on my 90bhp tdi, alongwith a Green replacement air filter. Havent done a dyno test but estimated power increase is 23-25bhp. Works out perfect for daily driving.
