Non as blind as those that can not see.   No water is getting into cabs, air is not flowing through frozen water.

I dont pour water over windscreens, and have no problems.

Water does not get in the cars, it is getting in the grill below windscreens of some that are clueless and stopping the air flow.

If it is not happening then maybe because not cold enough.

If you've got no air coming out of the windscreen vents, try doing the flap servo recalibration, you have to hold the A/C button and the button for the face vents together for a few seconds, then the lights on them will flash alternately and all of the flap servos will go to their full limits to "learn" their ranges again. This fixed the problem with the face vents in my car not working...

 

Also, when you press the button for windscreen demist, it automatically turns the air conditioning on so no need to worry about that.

 

Last thing to check which is probably the most important is to make sure no water is getting into the car. I don't know if there are any common places on the Octavia for water to get in, but on my old car there was a common issue where the plenum drain under the battery would get blocked with leaves etc and once enough water had built up in there it would leak into the car through the fresh air inlet, into the passenger footwell. Another thing to check is the A/C drain is not blocked.

 

I was also unlucky enough in my previous car to suffer another water ingress, in which the pipe to the rear washer jet (which runs down the passenger side under the carpet actually split near the rear passenger foot well, and every time I operated the rear washer it was spraying screenwash into the footwell. I only noticed one day when I went to pick something up from the footwell and the carpet was completely soaked. I drained about a litre of water out of there with a small pump and then had to run a dehumidifier in the car for 48 hours to completely dry it out.
