Dipped beam instead of LEDs strip

Today I've noticed that at sunny noon the dipped beam is on instead of LEDs strip while the switch is in the AUTO position. Does anybody know the reason and how can I fix it?

If there are strong shadows, it sounds like the auto headlight function turning on the headlights to ensure that other cars will see you in the shadows?  

Mine was doing the same yesterday on a country road with bushes and trees on the side even though it was very bright sunshine and 33 degrees.

Which is what I'd expect from the auto-headlight settings on my Golf. It's a safety feature (that you can turn off if you really wish by moving the light switch from the Auto setting.)
