To answer your question directly, as well as a factory reset you have to clear the S-PIN number on your account.

 

After 24hr I was still having issues further down the line with the setup process, so in the end I set up a new account using a different email address and it worked.

 

Skoda Connect on my MY21 Kodiaq is a pain-in-the-arse, more trouble than it's worth TBH.
